How Rising Insurance Costs Are Affecting Hillsborough County Homeowners

If you own a home in Valrico, Brandon, Riverview, or anywhere in Hillsborough County, your homeowner's insurance premium has almost certainly increased significantly in the past three to four years. For many households, it's the line item that's grown the fastest in their monthly budget.

Here's what's driving the increases, what Hillsborough County homeowners can do about it, and how it's affecting home values and sales.

What's Happening With Florida Home Insurance

Florida's insurance market has been in distress since 2019, with conditions worsening through 2022–2024:

  • Carrier exits: More than a dozen insurance companies have left the Florida market entirely since 2020, citing underwriting losses driven by litigation and hurricane risk. Homeowners who lost their private coverage have been pushed into Citizens Property Insurance — the state-backed insurer of last resort — at higher rates and with more restrictions.
  • Hurricane exposure: Hurricane Ian in September 2022 caused over $100 billion in insured losses, primarily in Southwest Florida. The ripple effects — higher reinsurance costs passed down to policyholders — are still being absorbed.
  • FEMA flood changes: FEMA's Risk Rating 2.0, fully in effect since 2023, has significantly increased National Flood Insurance Program premiums for many Hillsborough County properties in flood zones. Properties near Tampa Bay or in low-lying areas of Valrico, Brandon, and Riverview are most affected.

The result: many Hillsborough County homeowners are now paying $5,000–$12,000/year in combined homeowner's and flood insurance on homes that cost $1,800–$3,000/year to insure four years ago.

How This Affects Home Values

Higher insurance costs reduce affordability for buyers — and reduced buyer pools mean downward pressure on prices. A home that a buyer could afford at 6.5% mortgage rates and $2,500/year in insurance may no longer be affordable at the same rate with $6,000/year in insurance. The payment math changes.

This is most pronounced for:

  • Properties in FEMA flood zones (check msc.fema.gov for your flood zone)
  • Older homes with wood-frame construction or non-hip roofs (harder to insure at competitive rates)
  • Homes with roofs approaching or past 20 years old (some insurers add surcharges or decline coverage)

For Valrico and Brandon homeowners in non-flood-zone neighborhoods with newer roofs, the impact has been more moderate — though still significant.

What You Can Do

Shop your policy annually. The Florida market is volatile. Rates and available carriers change frequently. An independent agent who represents multiple carriers can often find better terms than your current insurer on renewal.

Consider Citizens — but understand the limitations. Citizens is available to most Hillsborough County homeowners but has coverage caps, stricter requirements for older homes, and is subject to assessment surcharges if a major storm hits. It's a backstop, not always the best option.

Upgrade your roof if it's approaching end of life. A new roof can reduce your premium by $800–$2,000/year and makes your home easier to insure and sell. Many carriers won't write new policies on homes with roofs over 20 years old.

Understand your flood zone status if you're considering selling. Buyers and their lenders will check it. If your property is in an AE or VE flood zone, the insurance cost will be factored into what buyers can afford to offer. Knowing this upfront helps you price your home realistically.
